In this role, Kevin oversees the development and implementation of the Health System’s emergency management responsibilities at its hospitals and ambulatory care sites across the Bay Area.
Prior to his current position, Kevin served as a Site Director of Emergency Management for the Mount Sinai Health System. In this role, he led emergency management activities at several different hospitals and ambulatory care locations throughout the greater New York City area.
Angela Cone, MBA

Angela has over 14 years of hospital and clinical operations experience in inpatient, outpatient, and procedural settings. In prior roles, Angela responded to many system emergencies such as hurricanes, utility outages, IT outages, and internal and external flooding as the onsite liaison. She decided to join the Emergency Readiness team in order to prepare clinical teams for emergencies. Angela now ensures continuity of safe clinical operations during emergency events throughout MD Anderson’s enterprise.
Tom Jeffers
Corporate Director of Emergency Management, LifeBridge Health System

Tom has been involved in healthcare emergency preparedness and safety for nearly forty (40) years. He is currently the Corporate Director of Emergency Management for the LifeBridge Health System in Maryland. Tom is also involved in public safety as a volunteer past Fire Chief and remains active as a firefighter/paramedic in his community. Tom is also an instructor at FEMA’s Center for Domestic Preparedness in Anniston Alabama in the healthcare curriculum, teaching both in person as well as virtual instructor- led classes.

Dave has served as the Emergency Preparedness and Response Director as well as the Safety and Security Director for 30 years at SPRHC. During this time, Dave has served as the Chairman of the facility Safety Committee and the Chairman of the Emergency Preparedness Committee. He is ta former Chairman of the Colorado South Region Health Care Coalition – Governing Board, member of the Colorado Hospital Association - Hospital Preparedness Advisory Group, founding member of the Association of Healthcare Emergency Preparedness Professionals, member of the Wakefield Brunswick Mastermind on Healthcare Resiliency and Recovery from Disasters, member of the Colorado Health Care Association and Center for Assisted Living - Safety and Emergency Preparedness Committee, and the Huerfano County Multi-agency Coordination Group.

Along with overseeing the Emergency Preparedness team for fifteen hospitals, which include West Michigan’s largest hospital and its only dedicated Children’s Hospital, Mark also oversee the operational readiness team and the business continuity program for all corporate core functions and its health plan that provides coverage to over 1 million members. Mark is also honored to be a member of the teaching faculty at the Center for Domestic Preparedness in Anniston, Alabama.
